Depends what king of relationship you have with them, for example age
difference. If you're quite good friends, then obviously something
referring to alcohol as 18 is the legal age - something like "now you
can finally drink, because we all know you haven't before" or "this is
the start of it all...." that kind of thing. Or if not so close then
just go all the "best wishes, hope you have a great day" line.
